Difference between shoot and fire?

Hi,

Can you tell me which is correct in each group?

? shoot / fire a gun
? shoot / fire a fox
? shoot / fire a target

Also how can I use "shoot at", "fire at", and "fire upon" ?
Can "Fire!" stand alone? How about "shoot"?
