Difference between “risk management” and “managing risk”

Greetings

Whats the difference between “risk management” and “managing risk” ? These are not the same, right?
How should it be analyzed grammatically? E.g. in “risk management” the main word is "risk", a complement to "risk" is "management", so, I would translate it starting with the word "risk" firstly..
The problem is, I get the same translation variants in both..
 “managing" in “managing risk” denotes an action, right? And thats the only difference? Confuses me..
Also, is “managing risk” equal to “risk managing” in the meaning? Why not/yes?


Another is:
"The risk management policy should be communicated appropriately."
I am just wondering how the meaning of the sentence would change if I change it to
"Risk management policy should be communicated appropriately.", to understand the definite article better..
What happens if I through the first "the" here out, or the second "the"? Does it harm the meaning?:  "identifying who is accountable for the development, implementation and maintenance of the framework"

And here: "risk owner - person or entity with the accountability and authority to manage a risk"
Does "the" play here the role to separate "accountability" as a standalone term, not connected with "manage a risk"? I mean, here they don't mean "accountability to manage risk" but "the accountability. And authority to manage a risk", right?
