difference between recline and move?

Is there a difference between reclining a seat and moving it back or forward?
Can you say all these 3?

Can I recline the seat?
Can I move/push the seat back. (The person in front asks the person at the back)
Can you push/move the seat up/forward. (The person at the back asks the person in front)

If the seat is reclined which do I say?

Can you move your seat up? Can you move your seat back up?

How would you say that the footrest moves in 2 postions?
The recliners footrest extends in a lying position or goes down in a seated position.
