difference between "To provide" and "To providing"

Hi

I wonder if anybody could help me. It is regarding when to use word "to providing" instaed of "to provide".

For example:-

"There are many apporaches to providing personalized web search."(taken from my text book)

However, I am wondering shouldn't it be... TO PROVIDE indstead of TO PROVIDING.
