difference between "having been made" and "have been made" AND TENSE proble

Can someone please explain what's the difference between 'having been made' and 'have been made' ?

which one is correct ?
1> On hearing that an optical instrument having been made, Galileo quickly built his own device from an organ pipe and spectacle glasses.

2> On hearing that an optical instrument have been made, Galileo quickly built his own device from an organ pipe and spectacle glasses.

3> Galileo had not invented the telecscope,but when he heard . 1609, of such an optical instrument being made, he quickly built his own device from an organ pipe and spectacle glasses.

I find #3 slightly odd. I'd change it to:

3. Galileo did not invent the telescope, but when he heard in1609 that such an optical instrument had been made, he quickly built his own device from an organ pipe and spectacle glasses.
