Difference between "nice to see and nice seeing"?

(a) It was really nice seeing you again after almost two years.
(b) It was really nice to see you again after almost two years.

I have two questions:

1) Can we consider (a) more informal and (b) more formal?

2) Is there any significant difference in meaning?

3) In which situation can I use these sentences and they can be used interchangeably?
