Difference between 'Looked on' and 'Looked at'

Non-native English speaker here.

I've seen both used often but 'Looked on' appears to be more used in books, poems and such. Meanwhile, 'Looked at' I see almost exclusively in news, articles, and others.

English is my fourth language so pardon any misunderstanding.
