Difference between 'led to believe and 'made to believe'

What is the difference between 'led to believe and 'made to believe'?
Eg.,1.She was led to believe that the TV cameras, shooting for a local news channel, had been turned off which is when she turned on the act".
2."She just leads people into believing that she is silly".
