Difference between is/do/have to start a question?

Hi, I got this puzzling me.

e.g. Is that shop open (or opened??) at 9:00am?

Is like, if the shop has a fixed opening time at 9:00am?

Am I right?

Then

e.g. Does that shop open at 9:00am?

Is like, if the shop is likely to open at 9:00am?

Am I correct?

Then

e.g. Has that shop opened?, Had that shop opened? and Did that shop open?

I dont know the differences...
