Difference between is to and was to

What is the difference between the following sentences

1. The President was to address the gathering.

2. The President is to address the gathering.

The President was to address the gathering. (This talks about an event in the past. The president was scheduled to give a speech, but something happened, and he did not.)

The President is to address the gathering. (This talks about an event in the future. The president is scheduled to give a speech.)

Would the word supposed fit well there (...was supposed to .../...is supposed to ...) and have the same meaning as the given examples?

But can we not use #1 to refer to future and not past:

Like in a) We don't know if the President is going to address the gathering in the future, but from the point of view of the past, when I was sure or when I heard that he would, I could say this, but I am not sure now, so I don't use 'he is to'.

b)When president has cancelled his address and is no longer going to address it, then I can say, 'the president was to address the gathering'.

In that case, I would say "The president was [going to] / [scheduled to] address the gathering, but he cancelled."

3 & 4 have the same meaning. The perfect Infinitive is not as commonly used as the simple infinitive.
