Difference between "in" and "with"

Hello,

Could anyone tell me the difference between:

He raised his eyebrows in disbelief.

He raised his eyebrows with disbelief.

In this context there is a very subtle difference. Hardly any! I might suggest that in disbelief suggest a subconscious reaction and with disbelief is expressing his disbelief.

Yes it is correct, though I would suggest in the context "he raised his eyebrows in disbelief" reads better.
