Difference between imply and implying?

1. Are you implying I am fat?
2.The forecasted traffic increase implies more rods.
My question is that why Present continuous has been used in the first sentence and present simple has been used in the second sentence? we know that imply means indicate and present continuous express action while present simple express fact.indicate verb is always used present simple as in "The results indicate the need for more work" then why "imply" is continuous form?
