i could have fixed : if i think i was able to fix it and its in happens in past
i could fix: means if i think i am able to fix but not yet fixed

is it right?

Could have+past participle is more unlikely to have happened.(something that could happen but didn't in fact).It can be used to talk about possibility in the present.
Could + bare infinitive can talk about possibility in the past or future.

Kids could be more kind(kinder) in the past comparing to nowadays.(
