Difference between I and I've

Is there a difference if I say

"I found a new girlfriend"

and

"I've found a new girlfriend"

I always get a bit confused. Do they mean the same?

This one can be used when talking about something that happened a long time ago, and the girlfriend might be someone you don't even see anymore.

In 1995 when I started college I found a new girlfriend. In 1998 I completely lost track of her, and I have no idea where she is now.
