Difference Between Had - Has + V3

Hi,

I know there are a lot of examples but I am trying to understand this sentence:

  1. This figure has decreased by 50% by the end of the decade.
  2. This figure had decreased by 50% by the end of the decade.

You can't have that last phrase on this one. "has decreased" means "during the time period that ends NOW". It can't be the period that ends now AND the period that ends at the end of some past decade.
