Difference between formulate and devise

I was doing vocabulary exercises and I was confused about these two words. I looked up two dictionaries (Longman and Oxford) and the meaning is so similar, I just couldn't distinguish it.

The Prime Minister set up a committee of financial experts to help him discuss and devise(the book's answer is formulate)new policies.

In 1990, the British researcher Tim Berners-Lee formulate(the book's answer is devise) the first browser, and so paved the way for the development of the World Wide Web.

Thus we formulate a formula and devise a device.

When you invent some sort of contrivance, even though your work exists only on paper, you would probably never say "I formulated the plans for a new engine." (Well, maybe.)
