Difference between "digit to be removed and digit removed"?

"If the rightmost digit to be removed is more than 5, the preceding number is increased by one. For example, 1.386. If we have to remove 6, we have to round it to 1.39." this is the context. Now my questions is as follows

1. "If the rightmost digit to be removed is more than 5, the preceding number is increased by one" If I rewrite the sentence below, then do the 1., a., and b. express the same meaning.

a. "If the rightmost digit removed is more than 5, the preceding number is increased by one" b. "If the rightmost digit to be removed is more than 5, the preceding number is increased by one

b. "If the rightmost digit is/be removed and that (the removed digit) is more than 5, the preceding number is increased by one" Please help me clear my concept.
