Difference between "did" and "would"

What is the difference between did and would?

Page 101, line 2, there's a sentence that reads, "They would not move." Why does it have to be would, instead of did?

Tom did not move. Just states a fact. Maybe he didn't want to move. Maybe he was dead. We don't know why he didn't move.
