Difference between at and into

Hi, I wanted to know which one is correct:
Look at her eyes or look into her eyes
Thanks in advance

They are somewhat similar, but into brings to mind a potential lover looking very closely at the eyes, hoping to "see" something deep inside.
People can't help but look at her eyes when they first see her. ~ He lovingly looked into her eyes and said that he wanted to marry her.
