Difference between any and no and which is correct in the following context?

I was readning a newspaper when I found this sentence "any normal person cannot talk like that". I was really confused. as far as I know the correct way to say this is "no normal person can talk like that". I am not a native speaker so it's very confusing to me. And one more question, can I start a negative sentence with 'any' instead of 'no'. Help me please. ??
