Difference between ADV and ADJ Prepositional Phrases ???

Are there any tips or rules you can share with me, because I really cannot
identify adjective from adverb prepositional phrases

I know the basics, I mean when you have an example like:
Julius Caesar was one of the most successful generals

How can I identify it, is there a question I should ask, or a rule I can use to help
