Difference between a prepositional phrase and adverbial phrase?

In the second clause: is (in water) a prepositional phrase or a adverbial phrase? My teacher says adverbial but I didn't think so.

A man with no hat, and with broken shoes, and with an old rag tied round his head,

who had been soaked in water
