Difference!

Dear All Forum Members,

I am confused in below two sentences structures:-

1. Object+ Helping Verb(is/am/are etc.)+ 3rd form of the verb ( passive voice)

2. To be structure like Object+ " needs to be", helping verb+ "to" + be + 3rd form of the verb.

Could you please help me with difference between sentences structure or suggest me any document.

Here are some patterns and structures:

The room (subject) needs (verb) to be cleaned (infinitive phrase - object).

The room needs cleaning. (gerund object)
