diference b/n ON and OVER

Hi guys, could anyone explain difference between the "on" and "over". When to use "on", and when to use "over"?

Hi Mark please read the below sentence.

Ending weeks of disagreement over/on common entrance test for admission to engineering course.

If the answer is ON, why not OVER.
If the answer is OVER, why not ON.

(This is not a sentence, by the way.)

After the word 'disagreement' both 'over' and 'on' are found, and with about equal frequency.

Both are correct.
