Dietary level

Hi. I hope you could help me.
I don't understand the meaning of the following sentence.

> A 90 day feeding study of Emulsifier YN at dietary levels up to 6% in rats showed no adverse effect on growth

"at dietary levels up to 6% in rats"
Does this mean giving the rats food containing Emulsifier YN up to 6% of their weights? or 6% of the food weights?

I still don't understand. What does "dietary level" mean? Does it only mean "through food"?

The percentage of some content in food:
eg.

15% fat
55% carbohydrate
30% protein

A low fat diet would have a low dietary level of fat.
