Didn't understand certain word in English pronunciation tutorial

The instructor said: "... and consonant sound are basically all the other *** letters and sounds"
the word as I heared was something like ugle, ogle, or agul ...

and ofcourse it means something like letters that limit the flow of air

I don't get it either. It sounds like "uh-voo other letters". Either it's the name of some unknown language, or it's just a slip of the tongue or something mispronounced (like "other" or "oral"), or it's just something I don't know or can't figure out. What could it be? [:^)]

Listening, it sounds like the instructor just stumbled over saying "other"--so the sentence is complete as is: "...are basically all the other letters and sounds."

Yeah, it's a slib of the tongue. It doesn't sound like an entire word, he mispronounced "other".
