Didn't think to

I have heard "didn't think to" but I have never heard "to think to". Is this natural?
He thought to buy drinks but didn't think to buy food.

Usually, instead of ‘he thought to’ I would say, ‘I remembered to’. When used alone, ‘didn’t think to’ seems to be all right. ”

Usually, instead of ‘he thought to’ I would say, ‘I remembered to’.
When used alone, ‘didn’t think to’ seems to be all right.
When combined, I would say, ‘He remembered to buy drinks but didn’t think to buy food.”
