Didn't and haven't

I have a small query. Are these two sentences given below have the same meaning?

1.I didn't realise it at that time.

2.I haven't realised it at that time.

Both sentences refer to a point in time in the past,

'a point in time in the past' is one of the cases in which the simple past must be used.
