''did you know'' or ''do you know''

any difference to the usage??

Tom: do you know who he is ??

It sounds like Tom wants to know who he is.

Tom: did you know who he is??

It sounds like Tom already knows very well who he is, he wants to know if you know him as well.

Am I right?
