Did/ shoud do/ do

Jack is a great talker. It’s high time that he ____ something instead of just talking.
A will do B has done C do D did

I think both C and D are correct, because we can say:
1# It’s high time that he did...
2# It’s high time that he should do...
3# It’s high time that he do...

Is 3# rare, in fact?

I'd choose D. I think "It is high time somebody did something" is a fixed expression.

D is the only option possible out of the four. C is definitely ruled out as it should be He does, not He do.

Yes, Praj... we use the past tense in English many times to substitute a now-missing subjunctive tense. "High time he does something" sounds very peculiar to me, although, I suppose, grammatically, one could say that. I think most would opt for the "did," however.

The subjunctive is much more alive in the US than it is in Britain. Even so, I think that "did" is the most probable here, because the word would be stressed in speech, but "do" is also likely and would not sound strange. "Should do" is impossible here. The instinct governing the choice whether to go subjunctive is a mysterious one and can only be addressed on a case-by-case basis.
