DID Queen Victoria EVER GO to Japan?

Dear Helpers,

I would like to know if I can say "Did Queen Victoria ever go to Japan?" Can I use the simple past with the word "ever?" Do I have to say "Had Queen Victoria ever been to Japan?" instead?
