Did or Do?

When you ask someone, for example when planning for dinner, which one is correct?:

Do you want a steak? or

Did you want a steak?

I thought so. That's what I've learnt.

However, since I came to Canada, I've been hearing some people using 'did' instead of 'do'.

I suppose it is possible in certain contexts as an indication of courtesy.

Do you HAVE TO use the past or simple tense?

The future tense like 'Would you like some...' seems hard to use?
