Did not come here to see her

1-He did not come here to see her.
2-He did not come here in order to see her.

Can't these sentences have three meanings:
a-He was supposed to come here to see her, but he did not come here.
b-He did come here, but not for the purpose of seeing her. He came here for something else.
c-In order to see her, he did not come here. (Presumably he stayed where he was so that he could see her.)

Is a comma necessary for the reading 'c'?
