Did I use the proper tenses in this sentence?

...as the number of openings would grow over the period between 2000 and 2011 at the rate of sixty per year, the total number of employed would decrease from 3000 in 2000 to 2000 in 2011.

Am I properly using "would grow" and "would decrease" here?

What grammatical term is this called so I can look it up in the future?
Is it related to the "... if ... then ..." ?

Are there any other grammatical errors in this sentence?
