...as the number of openings would grow over the period between 2000 and 2011 at the rate of sixty per year, the total number of employed would decrease from 3000 in 2000 to 2000 in 2011.

Am I properly using "would grow" and "would decrease" here?

What grammatical term is this called so I can look it up in the future?
Is it related to the "... if ... then ..." ?

Yes.

There is no grammatical term for it that I can think of. You could try looking up "use of would".

I don't see any relationship except that would is often used in if ... then ... statements. But on the other hand, would is used without if ... then ... as well, as you have here. I understand would as 'was going to' in your example, which has nothing to do with if.
