Just because I didn't text you doesn't mean I don't want to have a conversation. I would have tied up with other things to do at that time.

No. I'm not sure why you are including the word "would". It seems that you may simply mean "I was tied up with other things at the time".

Grammatically it is correct however when you use "would have" it describes uncertainty of any action and your carelessness to individual.

You should have used" I got tied up" or "I was occupied" sounds better.

Any discussion may lead to argument if verbiage/expression does not reflect your emotion.

Just because I didn't text you doesn't mean I don't want to have a conversation. I might have been preoccupied with other things at that time.

You can say "I would have been tied up with other things at the time."

Looking back at this thread, I'm not sure why this didn't occur to me first time round.
