Dictionary that finds word based on definition?

Is there a website that will find a word based on some definition I provide? For example, "cell death" may find apoptosis and other matches.

Also, any sites that let me specify a starting letter for the found words. For example, "Having declined in form or function from an original state" to match only "d*" = deteriorate, dissolute, decay, degrade.

[nq:1]I'm not the original enquirer but must thank you for this information. I had no idea that such a dictionary existed or could exist, excwpt in the crude form of a thesaurus, and wouldn't have known how to google for one
