This is form A Tale of Two Cities By Charles Dickens:
It was clearer than crystal to the lords of the State preserves of loaves and fishes, that things in general were settled for ever.

Questions:
1)Why does preserve have of as preposition?Is preserve still used with of?
2)Does loaves and fishes have anything to do with the miracle performed by Jesus?
3)What's the exact meaning of crystal here?

3. He's again comparing how clear their resolve was. He's saying, you know what?? Their thinking on this is not cloudy or smoggy or foggy or muddy or smokey! It is like a crystal... clear and precise!
