Dialogue punctuation.

Hi everyone,

I'm an aspiring writer but my punctuation has always been something of an Achilles heel. To remedy this problem I've been studying various grammar guides but unfortunately I've not found answers to the following question in any of them. Any help you could give would be massively appreciated.

Q: In dialogue, if a clause ends with a period, a ! or an ?, is the next word capitalised? For example, which of these two sentences is correct?

"Wouldn't you agree this is the coldest winter in living memory?" he asked.

"Wouldn't you agree this is the coldest winter in living memory?" He asked.

And which of these two is correct?

"That's all I have to say on the matter." he said.

"That's all I have to say on the matter." He said
