Can anybody help me to solve this question?

Joe: "Have you heard the news that after six days of smog and severe levels of air pollution, authorities have declared an emergency situation in New Delhi."

Brad: "........................"

Joe: " But the situation has totally got out of control this time. Pollution levels have hit 35 times the recommended safe limit.

Brad: "That's terrible. Have they closed the schools and offices?"

A) I'm not surprised. New Delhi ranks as one of the world's most polluted cities.

B) I wonder if anyone there would dare to go out under those circumstances

C) I hope they will take long term measures to prevent this from happening again.

D) Oh, I feel sorry for the children especially. They are more vulnerable to toxic air.
