Dialog

This opens the Security Settings dialog box to configure the security settings for the selected zone. (This is from microsoft.com)

Could 'dialog' usually be replaced by 'window'?

I would say not. I believe in current usage, the windows concept refers to multitasking, in which each window is temporarily assigned to a different (probably independent) function or operation or program or software or website, etc. I think a dialog box is just a handy, often small interface device which allows you to communicate or input some specific bit of information to some software or website.
