Can the word 'development' be used as a synonym as 'growth'?



For example, does it make sense to say:



"For a long time, he appeared to have a modest physical development, and so I didn't expect him to become that big when he grew up."

"have a ... physical development" bothers me. 'have' sounds like the wrong verb. We don't "have" development/growth. We experience it. But how to put it? I'd reword thus:

For a long time his physical development remained modest, so I didn't expect him to become that big when he grew up.

(You don't want "and so" where you have it. Just "so".)
