You have to develop more of a personal relationship with your patients.

Can't this sentence have two meanings:

1st meaning-You have to develop the personal relationship you have with your patients more. You need to have more personal relationship with them than you do now.

You have to develop more of a personal relationship with your patients (than you have now).




2nd meaning-You have to develop a relationship which is more personal than (for example) professional.

You have to develop more of a personal relationship with your patients (rather than a professional one).
