First, what do you think the structure and meanig of the part in red?
Second, can I understand "outcomes" as sama as goals which is in the second sentence?
Third, are the "One approach" and "The second step" and "Third" together referred as one way to identify core informations? OR do we have three ways to identify core informations here?

There are many ways teachers can identify core information. One approach is to work backward, identifying the higher-level thinking goals first. The second step is determining what concepts build on one another to prepare students to achieve the identified higher-ordered thinking outcomes. Third, is to determine what information is consistently utilized in all the concepts from simple to complex. The information that is consistently utlized is the core information. For example, if a higher-level thinking goal is the ability to compose a research paper, then the curriculum might focus on selecting a topic, researching, developing a thesis sentence, outlining, note organization, writing a first draft, editing, and a final paper...
