Determine

"The commission has determined his eligibility for benefits."

Does it mean a) the commission decided he is eligible for benefits or b) the commission made an unknown decision about whether he gets benefits?

Evidence would be one of these items:
- fingerprints at the crime scene
- DNA found at the crime scene
- a gun found at the scene which could be traced to a culprit
- testimony of an eye witness
- cell phone records
etc.

I am actually confused about the meaning of "determine". I thought it means to get information about, like:

"to determine the identity of..."
"to determine the cause of ...

But in "If insufficient evidence is determined, ......", it seems to mean "confirm the existence of". I might be wrong.
