Desperate Help Needed regarding a troublesome apostrophe

Here in Notts Healthcare we have a long standing arguement regarding where an apostrophe should be placed in the titles of one of our units.

We have tried purchasing the top selling book " Eats, Shoots and Leaves " in order to get to the bottom of it but are still no further.

Can anyone help us. Should our title be:

1) High Secure Women's Unit

or

2) High Secure Womens Unit

or or we completely off track?

Please reply letting us know what you think so we can try and get to the bottom of it.

Ideally a reply from an English teacher could be good as this kind of reply could help us settle the argument once and for all.

Hi Amy, Women's , but I'm not comfortable with the first part of the phrase. I would think: ' High Security Women's Unit ' but then I don't quite understand 'secure' in the context of a healthcare facility.
