Desperate for help with Dummy it

Look at this sentence please:

To the Italiens involved in the project, it is no surprise that it was an American who got it started.

I was asked to comment on the underlined "it" here, but I can`t find any examples in my book where there are more than one "it" in the sentence..

I think there is an "anticipatory it" in the sentence, because you could switch the sentence around and say "That it was an American who got it started, is no surprise.. " So the first "it" is an anticipatory? what about the other two? This totally confused me...
