Design Into Production

I am confused about this:

http://shine.yahoo.com/healthy-living/the-royal-baby-effect--how-one-kid-could-make-u-k---380-million-richer-220729594.html
"British designer Sophie Allport created two potential designs for a commemorative mug to celebrate the royal birth—but will wait until the actual event to send one into production."

As written, the passage seems to suggest that copies of the selected design will be produced, instead of copies of the mug that is based on the selected design. Would the following rewrite be better?

"...wait until the actual event to send the mug based on one design into production"

So, it is okay, as a colloquial phrase?
