INTRODUCTIONNowadays the slow construction progress especially on government projects can be seen widely in . This progress has become worse when there are many delayed and uncompleted projects that exist. For example, according to The Malaysian Insider News (2008) stated that the project of the Second Penang Bridge which constructed by China Harbour Engineering Company that was awarded the letter of acceptance on October 20, 2007 for the first of three packages, began its work October 19, 2007 and is scheduled to complete the project by May 7, 2012. But, after a delay of more than 12 months, the construction of the is finally set to take off. Penang Chief Minister Lim Guan Eng expressed his concern about the project’s delay. This is due to the old traditional practice which only focuses into the length of time that is consumed to building without the concern of the quality required. Likewise, it is suitable for both public and private clients who want to control the stipulated overall time for the construction projects. All the operations are subject to considerable scrutiny and governed by fairly strict procedures especially in government funded development agencies. However, there are other reasons as to why the design and build system should be practiced to overcome the uncompleted projects that occur, which will lead to higher quality in the finished product, more accurate cost estimate and time efficiency.As cited by Khairuddin (2002), the traditional lump sum (old traditional practice) is the most frequently used procurement system in . The system is sequential in nature and the main advantages of the traditional practice system include that it allows price to be fixed in advance of construction and the designer has full control of the design process. Meanwhile, traditional practice also has some disadvantages, including that it will lead to a more time taken to finish up the projects
period and appears to encourage adversary between the parties. Historically, the design and build system was first launched in the Public Works Department by the Prime Minister in 1983. The first unit that has applied this design and builds system was by
, which was completed in 1985 as cited by Seng et al., (2006) and (Akintoye & Fitzgerald: 1995; Chevin: 1993) added that in design and build system, there is only single point responsibility of the contractor for both design and construction process. In addition, Beard et al., (2001) argued and added that there is no difficult to generate more arguments and questions by the parties involved in design and build system. Along the experience gained by the authors have exposed that design and build system is a widely encircling the expandable concept of the design construction.
. Certainly, design and build is a popular and valuable form of procurement, particularly with clients seeking transfer of the design risk and responsibilities to the Contractor.
