Describing wool

I am trying to describe wool as you find in a soft jumper where bits stick out. More to the point, I am referring to the look of fresh snow on the windscreen of a car. It is not a flat sheet of snow; it has bumps and bits sticking out and it reminds me of very soft jumpers I have had.

How would you describe it? Fluffy?
