I have trouble understanding that issue explained below,

" He was leaning on a table that is covered with papers."

so, what we understand is the table is covered with papers. Is it true?

I think I understood what you intended to mean. What i was wondering was If There is a concrete rule indicating that the form of "that is + v3" coming right after a word always describes the word which it is coming after. But the sentence of "meaning always trumps grammar." explains everyting. Thank you , I appreciate your explicit explanation.
